Bill 59

Background

Bill 59, introduced by Honolulu City councilman Stanley Chang, would (with exceptions) make it illegal to lie down on sidewalks in business districts. Opponents say this targets the homeless and contradicts Kanawai Mamala Hoe, an early Hawaiian law which is part of the state’s constitution. Supporters, many of them small business owners, say the bill is necessary for their businesses to function.
